Just sat down to my Mac and was greeted by a window from Mac OS Utilities with 4 options to restore my system with Time Machine backup, to reinstall a new copy of macOS, to browse apple support and one other. My curser seems to be locked in place. Help?

Your Mac booted into macOS Recovery because it lost its startup disk or encountered a critical startup error. If your cursor is locked, your mouse or trackpad is not communicating properly. Unplug wired mice or turn Bluetooth mice off and on, switch USB ports, or connect a wired mouse to regain control.
And if you can at all get this Mac going again, or can somehow get connected via Target Disk Mode, your priority above all else is a full backup, if you don’t already keep automatic current and complete backups. Protect your data.
