Thankfully, when I permanently remove pictures, I can be sure that they won't pop up again to haunt me. I think that I'd be pretty upset if permanently deleted pictures could be recovered.
So, if you don't keep your own backups to an external drive, then there really isn't any place else to look. To back up your pictures you can just plug in an external drive, select the pictures, and use Share>Save to Files. Alternatively, you can backup to a computer:

If you haven't done one of those backups, then your remaining pictures continue to be in peril.
If the photos are still in Photos > Collections > Recently Deleted, you can select them and tap Recover. Apple keeps deleted photos there for up to 30 days.
If you already permanently deleted them from Recently Deleted, or the 30 days have passed, Apple says they can’t be recovered from iCloud Photos.
I’d also check iCloud.com/photos just in case the photos are still showing in Recently Deleted there.

Permanent means permanent.
If you permanently deleted your photos – and you did not make any backup copies (or other copies outside of the system) before the deletion, those photos are gone.
