My messages to Apple/Goldman Sachs through the wallet chat function are "not delivered", messaging works fine with all other contacts. I need to be able to chat with Apple Card folks and the message are always "not delivered" in red, with exclamation point option to retry, with same result.

Qui possibly. Please delete the VPN profile at this path,
iPhone > Settings > General > VPN & Device Management > delete all profiles associated with VPN.
Delete any VPN software and then reset your network settings.
iPhone > Settings > General > Reset > follow prompts on screen to reset network settings
After the above, please restart your iPhone.
Are you in the US? Is your region on your iPhone set to US? Do you use a VPN or ever had VPN software on your iPhone?
