The ownership status of the iPad is unclear. Is this a previously owned iPad, a shared iPad, owned by an Enterprise/Business - or something else?
Outside of Educational and Enterprise establishments, iPad and iPhone are principally intended to be a single-user device - and are not intended to shared in the same manner as you may be accustomed when using a Windows PC or Mac computer - which has multiple user profiles/accounts.

For unmanaged environments, be aware that if you sign-out of iCloud and other Apple services - and allow another user to sign-in - you’ll not be able to change back for 90-days. So as to prevent account abuse, some critical Apple services will only allow one change of signed-in AppleID (on a device) in a 90-day period.
Unless you can independently obtain assistance from the previous owner - and resolve the problem - the iPad is (and will remain) useless to you. If you are able to contact the original owner, they will require this information:

If instead you have purchased a new iPad - and this iPad indicates that it requires a Password or Passcode that you have not created yourself during initial setup - then the iPad is not new as it has already been configured by somebody else. You will need to return the iPad to the retailer for exchange or refund. Similarly, if the iPad is centrally managed or is "supervised", the device has been configured for (or by) a business or educational establishment; in such circumstances you'll be be able to resolve the problem yourself.

Check for Activation Lock before you buy a device from someone else
Before you buy an iPhone, iPad, or iPod touch, from someone other than Apple or an authorized Apple reseller, make sure that the device is erased and no longer linked to the previous owner’s account. Follow these steps to check if the device is ready to use:
- Turn on and unlock the device.
- If the passcode lock screen or the Home screen appears, the device hasn't been erased. Ask the seller to completely erase the device by going to Settings > General > Reset > Erase All Content and Settings. Don't take ownership of any used iPhone, iPad, or iPod touch until it's been erased.
- Begin the device setup process.
- If you're asked for the previous owner’s Apple ID and password, the device is still linked to their account. Hand the device back to the seller and ask them to enter their password. If the previous owner isn't present, contact them as soon as possible and ask them to use a browser to remove the device from their account. Don't take ownership of any used iPhone, iPad, or iPod touch until it has been removed from the previous owner’s account.
