PS 7 is very very old and requires a PowerPC processor (i.e. G3/4/5). They were discontinued 20 years ago. PS7 was discontinued even earlier.

No. No version of Photoshop is installable on macOS High Sierra at this point.
But if you upgrade your 2015 iMac to at least macOS Catalina (10.15.x) you could install Affinity Photo, which is a very good, direct competitor to Photoshop ... and it's free. But be aware that since it seems you are still running macOS Sierra you undoubtedly have one or more old 32-bit apps that will not be compatible with macOS Catalina or any later version. Check all your apps before considering any upgrade.

Intel-based Macs running Tiger, Leopard, or Snow Leopard could run some PowerPC applications under Rosetta 1 translation. But the OP's iMac is too recent to run any version of Mac OS X that supports Rosetta 1.

The technical reasons vary depending upon which version of Photoshop and of macOS you are talking about, but the bottom line is: if you don't already have a working copy of Photoshop, no Photoshop for you.
I can't afford a new iMac right now so I have to use what I have. It sure would be great if I can run Adobe Photoshop 7.0.
You can't.
Even if you had an old enough Mac to install PS 7 on, you would never be able to activate it. The software isn't just obsolete, it can't even be used.

App support for an iMac 2015 is going to be increasingly problematic too though, given its age and macOS support.

Just adding detail ... Rosetta 1 only ran on the three versions of OS X you mentioned. The base version of macOS that came with the OP's Late 2015 iMac was Sierra, 6 generations later and if the OP has upgraded to Ventura, well, that's 12 generations later.

Your Late 2015 iMac is also too old to run the current version of Photoshop, which requires at least macOS Sonoma.
You should strongly consider replacing your iMac with a newer M-series Mac.
