I cannot create a new Apple Account for my brother because Apple says verification codes cannot be sent to the phone number. I have tested multiple Pakistani numbers and both iPhone and web/PC creation.

Enforce a 24-Hour Cool-Off: Stop trying to generate codes for at least 24 consecutive hours. Every failed attempt extends the security lockout period on that phone number.
