Yes, you can turn off your camera before answering a surprise FaceTime call. Instead of tapping the standard green "Accept" or "Join" button immediately, you can expand the call notification to disable your video first

Something to keep in mind is that it is not mandatory to answer a phone call if it is inconvenient. ;-)
In my case, it may not be about convenience at all if it's someone I need to speak with but without the camera on. We're not always "ready for company" when an unexpected call comes in even if we do want to connect when it's important.

What a radical idea!
I work on the assumption that, if it's an emergency, folks will call 911. Almost everything else can wait 10 minutes. However, I recognize that may make some people uncomfortable.
