My child has forgotten the passcode on their iPad and it needs to be erased. Recovery-mode Restore repeatedly fails at the same point with Error 1109. I've tried a Mac and a Windows PC with Apple Devices, deleted and redownloaded the firmware, checked the Windows hosts file, and tried both my home internet and a cellular hotspot. The recovery stalls with the ipad displaying apple logo and status bar halfway finished.

Disable anti-virus on the Windows pc.
