Why do some websites with passcodes require me to unlock the system Passwords app first?

I'm using MacOS Tahoe 26.6.1. In the Passwords app, I have passcodes associated with some websites. For some sites, when I try to use them, Safari always asks me to enter the system password to unlock the Passwords app, but for some it does not.

Specifically, I can login to amazon using a passcode and without entering the system password but for paypal I do have to enter the password, every time.

Is this a setting I can change?
