Xcode (mac) licenses not available on Apple Business

Hi guys,

I've been trying to get licenses for the developer tool, Xcode, for one of our developers on a MacBook. The app exists in the App store, but I can't find it in Apple Business Manager. I've searched the URL, filtered - nothing has worked. Could I get some help or reasoning behind why Xcode isn't available on Apple Business, and preferably also some help on getting it on to Apple Bussiness?
