This sounds like a matter for lawyers or the police.

Hopefully the alleged thief did not have the information he needed to log your iPhone and iPad out of your Apple Account and into his. If you were using Find My on your devices and they are still logged into your account, you could mark them as Lost to "brick" them.

If your iPhone or iPad was stolen - Apple Support

Other than providing the Activation Lock mechanism, Apple does not get involved with lost or stolen devices, and theft of money from your savings account or theft of your SSI income is definitely a matter for the authorities, not something over which Apple would have any jurisdiction.

Why are you asking us on this user to user only forum? We're not the police. And that is who you should be speaking with. This is not an Apple issue, nor one any user here can possibly help you with.
