Cannot add child to Family Sharing and I cannot verify age on my phone

I have a iPhone 17 Pro Max with iOS 26.6

My 16 year old daughter was given a new iPhone 13 Pro Max running 26.6

I have attempted to add her to our Family Sharing account by email request. When she clicks the invitation it tells her she must ask an adult to verify their age on their device. I am the Family Organizer. I have a valid, verified credit card on file and my birthday on my Apple ID is correct. I do not receive banners or other requests for age verification on any of my devices. My daughter is also not able to download apps from the App Store due to “age restrictions”. I live in Texas and there is a rumor that age restriction legislation is creating this problem but I have local friends who have been able to add there minor children and give access

I’m not sure what your purpose for telling me to read a manual might be. I’ve already done so and you can see from my screenshot that age verification is not working either on my phone or for my Apple ID. I have checked every age verification item on my phone that I know of or have been told about by tech support. If you know the solution, why not just tell me. Don’t tell me to read the manual again. I’m in Texas, USA, not the UK or AU. I’m not capable of scanning photo ID or passport or license in Texas. If there’s another solution that you think is in the manual, just please share it. Thank you!
