Safari not reliably opening links from other apps

Safari is not opening links reliably from other apps. This doesn't happen every time, but probably 25% of the time.

Ever since iOS 18, Safari does not reliably open links from other apps. The Safari app itself opens, but stays on a black screen. I have to select the Address Bar and press the Enter "->" key on the keyboard to get site to load. This happens from multiple apps, Messages, Gmail, Google, Slack. It is not an issue with third party browsers. I've never seen it in a third party browser.

I have tried:

1) Clearing out all browsing data, cookies, etc...

2) Disabled all Safari Extensions.

3) Resetting Network Settings.

4) Resetting ALL Settings.

The issue still persists.

Any other suggestions on things to try?
