Apple recommends checking the speaker for debris or water, restarting the Watch, making sure Silent Mode and Do Not Disturb are off, and checking Settings >> Sounds & Haptics.
With watchOS 26, you can also turn off Automatically Adjust Volume and set the volume to Louder. (Apple Support)
During a call, the Digital Crown adjusts the call volume, and the call can also be routed to the Watch speaker, AirPods, or another Bluetooth device. (Apple Support)
