You can reinstall macOS on MacBook Neo with it.
If macOS has been removed or the Mac is unable to start normally, you can usually use macOS Recovery to reinstall it.
First, avoid erasing the internal drive, particularly if there are important files on it.
Turn the Mac off, then press and hold the power button until the startup options appear. Select Options, then Continue. In macOS Recovery, select Reinstall macOS and follow the instructions.
Apple recommends having an internet connection and keeping the Mac connected to power during installation. (Apple Support)
If Reinstall macOS does not work, the internal disk is not shown, or an error appears, do not erase anything yet.
Apple's official instructions are here:

We are all assuming that this laptop is no longer booting into macOS. If that assumption is incorrect and this involves an external drive, then please let us know.
If the "Volume Group" was deleted instead of "erased", then none of the suggestions & links so far will work. If that is the case, then only a DFU Firmware Restore will be able to reconfigure the internal partition structure for the internal SSD, but this requires access to another Mac currently running macOS 15.7+ Sequoia or macOS 26.x Tahoe (the former requires using the Apple Configurator app version 2.19).
