If the iPod touch is frozen or not responding, I’d try a force restart first.

For a 7th-generation iPod touch, hold the Top button and Volume Down button together until the Apple logo appears.

For a 6th-generation or earlier model, hold the Top button and Home button together until the Apple logo appears.

If it won’t turn on at all, connect it to power for about 30 minutes and then try again.

If that doesn’t help, let us know which iPod touch generation you have and exactly what you see on the screen.
