I have toggled this setting to the off position, but when the phone is locked I can still drag down to open Control Centre. I thought it was supposed to not open, and that's what I've seen on YouTube. Please let me know if there is something else I should do.

Toggling that feature off is to stop someone else from being able to open Control Center if they come in posession of your iPhone. It is not intended to stop YOU from being able to open Control Center when your phone is locked as your Phone is aware it's you who is looking at it. But if someone other than you picks up your phone, since their face won't be recognized, control center won't open if the phone is locked.

If you look away then Control Centre will not open.

Or ask another person to test.

You're welcome. You can find all sorts of YouTube videos on all sorts of features for iPhone. That doesn't mean they are right, however.
