Update 26.6.1 fails repeatedly with 'try again later' message

Repeated attempts to run the 26.6.1 update result in "try again later" . After days of this baloney I started googling, apples at it again, apparently I need wifi? Another trip to town, bummer.

Whether or not you can install an update over cellular data is up to your carrier. Apple supports updates over cellular, so if it isn’t working it is a carrier problem.

There is one other possibility:

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN, then restart your device. Don't just turn it off; delete the profile. Updates sometimes "break" VPN, and it needs to be removed. If that fixes it, you can try reinstalling VPN, but probably shouldn't.
