Exporting Shortcut Automation Says I'm Not Logged In to iCloud

None of the share menu options work for my automation in Shortcuts. "Copy iCloud link" results in a modal that says "In order to do this, you must be signed into iCloud." I am signed in. I've enabled Shortcuts in the "saved to iCloud" settings. I don't even want to use iCloud for this, I just want to export the automation. Selecting "save to files" yields the same "you must be signed into iCloud" message. Selecting "Messages" as the share option brings lets me pick a contact, but there's no message body and thus nothing to send. Choosing mail, similar story except my default "Sent from my iPhone" signature is present, taunting me. How can I get this share button to do anything useful?
