You can’t enable Apple Intelligence on an iPad 10th generation. That model uses the A14 Bionic chip and isn’t supported.
Apple Intelligence on iPad requires an iPad Pro or iPad Air with M1 or later, or an iPad mini with A17 Pro. Updating the 10th-generation iPad to iPadOS 27 won’t add support because the limitation is hardware-based.
