Yes you can. Simply drag the media file onto the TV app window with the library (or any sub-category of the library) active. Your media file should be an .mp4/.m4v/.mov container and have the H.264 (AVC) or H.265 (HEVC) video codec and AAC or AC3 audio codec.
Video files without “media kind” tag or with the “media kind” tag of Home Video would appear in the Home Video section of the library.
These inclusions would be available on one device (your Mac). It can be accessed on select other devices in your home, via the home network, through Apple Home Sharing.
For the Apple TV app on the Apple TV box, these home sharing media files can be accessed through the Computers app (instead of the Apple TV app).
Alternatively, you may copy the media files to select other devices (iPhone, iPad, iPod) into the library of the TV app on those devices, through an “Add to Device” function (per file) in the TV app on Mac, or through general syncing (all eligible files at once).
Personal media files cannot be included to the Apple TV app on third party devices, like smart TVs and TV-connected streaming devices. That is unfortunately not supported.
