How to turn off passcode on iPhone SE

It appears you're trying to apply a bandaid to a bigger issue. If Touch ID is often not working, you have a hardware issue with your phone. You need to have your iPhone inspected at your Apple Store Genius Bar for evaluation, service options and costs. But investing in an iPhone which still has Touch ID, to me at least, wouldn't be a great investment. I'd apply that money towards a new, modern iPhone.

Finally, turning off the passcode requirement is a really bad idea. It would negate using Find My and if you lost your phone or it was stolen, whoever came in possession of the phone would have full access to your data and be able to wipe the phone for their use.
