Once your iPad is setup and signed-in to your Apple account …

… use the iPad’s AppStore icon to download and install the apps onto your iPad.

Note: Not all iPhone apps have a corresponding iPad app; (and vice versa) while some apps will run on both.

Assuming you use the same Apple Account on the iPad as you do on your iPhone and the App is available for iPad, you open the App Store on the iPad, look for the app and if it is available for your iPad, you'll see a cloud symbol next to it, which when tapped, will download the app to your iPad.

If your IPhone and IPad are set up to the same account then just download a app from the App Store from your iPad and it will automatically go on to your phone.

I don't think it works that way. The App Store records the purchase (see lobsterghost1's post), but the system does not automatically load apps onto other devices. You must redownload them if you want them.

This also means that if there's some huge game that takes up multiple GB, and you download it to an iPad with plenty of storage space, you are not forced to download it to an older iPhone with less storage space.

There is a per-device setting that controls whether that will happen for that device.

Settings > Apps > App Store > Automatic Downloads > App Downloads

That's the path on an iPhone running 26.6.1 anyway.
