On iPhone 16 Plus, voicemail playback may default to the earpiece and sound extremely quiet. Tap the audio output/speaker icon immediately to the right of the trash icon so it turns blue. It switches playback to the speaker and fixes the low volume.”
Problem: Voicemail messages on my new iPhone 16 Plus were extremely quiet, even though all other apps and audio were normal.
I tried adjusting volume, checking audio settings, and troubleshooting the speakers, but nothing helped.
Solution: While the voicemail is playing, tap the audio output/speaker icon located immediately to the right of the trash can icon. When the icon changes from black to blue, the voicemail switches to speaker playback and the volume becomes normal.
I did not need to change the volume buttons. The issue was the voicemail playback route, not the phone speaker volume.
Posting this in case someone else thinks their new iPhone has a defective speaker.

The volume setting on the Home screen does not apply to other apps, only to the phone ring and notification tones. The button while in an app adjust the volume for apps. So if you use the buttons while listening to a voicemail they will control the voicemail volume.
