I use primarily use Apple Mail (Version 16.0 (3864.700.51.1.1)) to read my email. Frequently I just get a "Mail Attachment" icon rather than the content of the email. I know there is content, because I see it on other app's.
Any idea why this is happening?

I can't open straight from the email. If I download and then try to open I get I get a TextEdit with nothing in it.
What it looks like in the email is the attached screehshot.
It happens from a variety of senders. Here's the quirky part, sometimes a sender will come through alright and sometimes this happens.
What happens when you open the mail attachment?
Does this happen with mail from all senders, or one particular sender?
Who is your email provider? iCloud, AOL, Yahoo, etc)
Are all of these messages from the same email provider, and if so, which email provider?

Then that’s who you should contact. Apple Mail displays what is received from the mail provider, it doesn’t alter or edit it.
What I don't understand is if I use Outlook for my email client (or the Everyone.net portal), I don't have any issues. It's only on Apple Mail.
I use several different computers and a cell phone to manage email. I use Thunderbird and Outlook on Windows 10 & Windows 11, evolution mail on debian and ubuntu linux, k-9 mail on an android device, and apple mail on a macbook air. I also use webmail when necessary on all of the above machines. Just this week I started getting "Mail Attachment" in about 10% of the emails I receive, and no other information. I have not seen this before. The same messages open perfectly well on all other mail clients, and in webmail. I have more trouble with apple mail than all other mail clients combined. Since this problem appears only on apple, what is wrong with apple mail?
