Broken face id and unable to turn off stolen device protection

Hello, I need help my face id is broke and I can't turn off the stolen device protection. Please help me unable this. I have tried the method in setting to put passcode but all it did is retry face id and i try method to log in into other iphone and i can't remove the device because of the stolen device. Please help me!!
