iTunes Store: Can't access Apple Account

I've been unable to sign in through the iTunes Store (version 12.13.10.3) and make purchases for several days, getting responses like an unknown error 301 and 'sign in to your Apple Account is not available right now'. No issue signing into my account on platforms other than specifically iTunes, and there are no reported outages with the service, so it's not clear what I'm meant to do to resolve the issue. I've tried common fixes like changing my password, troubleshooting my internet connection, and so on.

Since you can sign in to your Apple Account elsewhere, I’d focus on iTunes for Windows rather than changing the password again.

First, make sure Windows has the correct date, time, and time zone. Apple specifically lists that as a cause of iTunes Store sign-in and secure connection problems. Also check Account > View My Account in iTunes in case there’s a billing or previous-purchase issue.

If those are fine, check the Microsoft Store for an iTunes update. Apple currently recommends using the latest iTunes version available there.

If error 301 continues only in iTunes, I’d also temporarily check whether third-party antivirus, firewall, or other security software is interfering with iTunes connecting to Apple’s servers. Apple documents that as a possible cause of sign-in errors on Windows.
