It was a scam message, Apple doesn't monitor your phone for wiretapping.
It is likely a scam message designed to get you to purchase unnecessary software or phish for personal information.

This is nothing new. It has been happening for years. And, for years, Apple has had a support article about it:
It's not a vulnerability, just a simple scam message.
I’ve gotten a couple of them this morning on the ABC news website, and they’re persistent. Refreshing the page only lasts a few seconds before the message pops up again, and there’s no way to dismiss it. And there is no way that I’m going to click on it. But I’m surprised that Apple hasn’t sent out an official alert. I just updated the iOS the other day, so I hope we don’t have to wait weeks before Apple patches that vulnerability. But Apple, or one of the Apple News sites, definitely needs to warn users not to click on it.
If Apple, Microsoft, or any organization were to send out warnings for every scam that pops up every day, you'd be getting hundreds of notices - every day! The warnings themselves would become spam.
