How do I remove this completely? It will not go away. I’ve deleted the app, I’ve even tried reinstalling the app and deleting it again, I’ve made sure it’s not saved in the cloud, I’ve done everything I could find to do, but it will not go away. I even clicked “Remove Home,” and nothing. Help.

From your screenshots, the Home app itself is already deleted. What you’re still seeing in Settings > Home is the Home configuration stored with your Apple Account, not the installed app.
I’d reinstall Home once, open it, go to Home Settings, and remove “My Home” there. Apple notes that removing a home deletes its Home data from iCloud, so only do that if you don’t have any HomeKit accessories or automations you need to keep. Securely control your Home accessories - Apple Support
