Apple subscription payment declined by BML card despite available foreign spending limit

I’m having an issue with Bank of Maldives (BML) when trying to pay for an Apple subscription using my BML local-currency debit card.

The payment is being declined with the following message: “Daily budget for this website from local currency cards reached. Please use your foreign currency card or try again after the limit resets.”

The confusing part is that the Foreign Spending Limit has already reset. My BML banking app currently shows:

Foreign Spend Limit → E-Commerce → USD 250 available

However, my Apple subscription is still being declined and Apple shows a “Billing Problem / Your payment method was declined” message.

BML is the government-owned bank in the Maldives, and it appears that its restrictions on foreign online spending are preventing customers from paying for legitimate international services such as Apple subscriptions, even when the displayed spending limit has reset.

Has anyone else in the Maldives experienced this issue with Apple subscriptions and Bank of Maldives cards?

Is there a particular way Apple transactions are categorized by BML that causes them to be blocked under the foreign spending limit? Or is there a known restriction affecting Apple/App Store transactions?

I have attached screenshots showing both the Apple payment error and my BML Foreign Spend Limit showing USD 250 available for E-Commerce.

Any advice from other Apple users in the Maldives—or anyone familiar with BML’s foreign transaction restrictions—would be greatly appreciated.
