Reported Apple Intelligence storage capacity fluctuates on iPhone 17 Pro Max

The reported storage capacity for Apple Intelligence on my iPhone 17 Pro Max in IOS Storage fluctuates from 8kb to 4gb approximately. Apple Intelligence is ticked off. This is not causing an issue for me as my phone has more than adequate storage space but curious if this is normal.
