Why are skip and reverse (30 secs ad 15 secs) on podcasts in ios 26 buried three levels down on transcriptioni page?

In Apple Podcasts, the standard Skip Forward (30s) and Skip Back (15s) buttons are located directly on the primary Now Playing screen, positioned on either side of the main Play/Pause button.
