Tingling and Current on MacMini Case:
The current from the power supply is seeking a ground path and is leaking while doing so.
A. Wall Outlet:
Its may be the wall outlet. So, try a different one. If permitted, see if you need to turn off and then back on the circuit breaker. Ask maintenance if this not your location, but rather a business. Contact your utility company, if you noticed such work nearby.
B. Any Loss of Power Recently?:
Unless there is a thunderstorm that might cause a power spur or power surge. So, be a bit cautious of Mother Nature.
Follow @Ikrupp suggestion first to determine if there is an issue with the Mini.
From past experience with such issues on other devices, I have found that electrical wiring issues can cause a similar effect, especially if you have two devices connected together and they are on different outlets, i.e. the Mini is plugged into one outlet and the display is plugged into another.
