If you are planning to completely erase the machine, follow these steps. This will erase the drive, reinstall the OS, and give your family member a clean slate to start from.
1: Since you still have access to the machine, log into the machine using your ID and password.
2: Open a web browser and fetch the 13.7.8 Venture installer assistant direct from Apple:
https://swcdn.apple.com/content/downloads/09/46/093-22004-A_QNZEDC334I/phigx2zvoggml6sh79my4y51fnvgy8hix4/InstallAssistant.pkg
3: This will download a file called InstallAssistant.pkg. Double click the file and follow the prompts to "install the installer." This steps simply unpacks the installer into the Applications folder.
4: Once you've installed the installer, you will see an App in your Applications folder called Install macOS Ventura.app.
5: Open Terminal - Data loss occurs beyond this point - don't proceed unless you intend to erase the machine.
6: Enter this command into Terminal and press the Return key to execute the command:
sudo /Applications/Install\ macOS\ Ventura.app/Contents/Resources/startosinstall --agreetolicense --eraseinstall
7: You will be prompted to enter your account password. The password is shadowed. Trust your typing, enter the password, and press the Return key to confirm the authorization.
8: You should see a % timer give you an idea of how much progress is being made. It is normal for the % indicator to exceed 100%. When the machine is ready, it will reboot, erase the drive, install a fresh OS, and reboot to setup assistant.
Hope this is helpful.
