Can’t swipe out of my apps or slide the power off button
Whenever I try to swipe out of all my apps, it won’t let me and then I tried powering off my iPad, and it won’t let me slide the power off button

That sounds like the screen may have stopped responding to touch.
I’d try a force restart first. On an iPhone 12 Pro, quickly press and release Volume Up, quickly press and release Volume Down, then press and hold the Side button until the Apple logo appears. This doesn’t erase your data.
You mentioned an iPad, but the device listed is an iPhone 12 Pro. If this is actually happening on an iPad, which iPad model do you have?
