I need a hard drive to
1) store my iMovie library, and
2) allow me to create and edit projects from the drive rather than the built-in computer storage
Any recommended hard drives for this purpose? My current setup does not have fast enough communication between the external drive and my macbook, so chokes constantly.

Start by telling us the exact model Mac you have, the chip & version of macOS. You can get the information by going to Apple > About this Mac on your Mac. There have been numerous 16" models starting in 2019. We need to know which one you have. Once we know the model we will know the number & kind of ports that are on it and can advise about an external drive.
Regardless of whatever external drive you get, you will need to format it as APFS. Then you can move your iMovie Library to the external drive.
