Authenticators aren’t “on iCloud”, so I’m unsure what the goals are here. Or which apps.
If you’re asking about a Microsoft authenticator app, check with their forums and docs. iPhone has a built-in authenticator app right in Keychain, as an alternative to Microsoft authenticator or other authenticator apps, as well.
If you’re asking about two-factor authentication for an Apple Account, signing into the iPhone — and retrieving and inputting the verification code from another trusted device — is enough.
