I am trying to move my system photo library from my macmini running os26 to an external drive. The operation keeps stopping 3/4 of the way through with the error message "The operation can’t be completed because you don’t have permission to access “Photos Library.photoslibrary”.? but I have all the "read & write" permission on that macmini.

thanks! just working with apple live chat, and it seems the problem was my sophos security software causing permissions problem. so removed sophos, and it seems to be working! handy!

What format is the external drive? It needs to be directly connected to the Mac (not on a network share) and formatted Mac OS X Extended, Journaled or apfs.
Exactly, I had a lot of troubles caused by Sophos on the Mac I used for work, because it has been compulsory to have Sophos installed on the computers used for work.
I stopped using security software altogether - the built-in security measures in macOS are getting better and better.

It's not helping. It's at best useless and at worst interferes with the Operating Systems own security system.
