If your Mac mini running macOS 26.6 is not syncing passwords, first check Apple System Status for an iCloud service issue.

Then open  >> System Settings >> [your name] >> iCloud >> Passwords and confirm that Sync this Mac is enabled.

Confirm that your other Apple devices are signed in to the same Apple Account and that password syncing is enabled on those devices as well.

Apple's instructions are available at Set up iCloud Keychain.

Also check System Settings >> [your name] for any request to verify or authorize the Mac.

If macOS asks you to approve the Mac using another trusted device or an earlier device passcode, follow the prompt. Apple explains this process here: Authorize this Mac to use your data stored in iCloud.

After completing those checks, restart the Mac and check the Passwords app again.

Before resetting or deleting Keychain data, it may be preferable to review Apple's specific troubleshooting guidance, since resetting iCloud Keychain can affect stored Keychain items: If iCloud Keychain doesn't turn on or won't sync.
