How do I enable Apple Account funds for in-app purchases and transfer money to Apple Pay?

I put $50 on my Apple Account the other day, not apple pay. I thought they’d be interchangeable and that I could use my Apple Account $$ to pay for in app purchases, ie., i was trying to add $15 to a Solitaire game account & tried to use my Appple Account $$, but i was blocked and told, “you cannot use your apple account for in game purchases, as it’s not enabled for that.”

I still haven’t found out a way to get the money from my apple account, which i added from my debit card, as i was told i’d be able to use my apple account to purchase coins and $$, but the stupid app store is blocking my ability to use my Apple account to pay for my purchase. I can’t even figure out how the move the money from my Apple account to Apple Pay, so at least I can use the money that way. Unfortunately, there seems to be no option to do so. Dad money Apple Pay they want a bank account or credit card number and all I have is is Apple Pay $50 on it, which, for some reason I keep getting told it’s not enabled for in our purchases or App Store purchases, which is nuts!

Am I missing something in my settings that “enables” my Apple account $$ to use for pay, for the items I want from the App Store and the add-ons to the games in app purchases?

Apparently, because they say, I do not have it enabled for in app purchases from my apple account.

I feel like the $50 is gonna sit in there forever or until APPLE🍎 decides to make me eat the loss. As I cannot even get in contact with Apple support over this, which really disappoints me from a company like APPLE🍎! I tried so hard to get support from Apple employees, not the APPLE community, no offense intended. I just figured it would be faster to streamline it through APPLE support directly, then tried to have a random person, understand my problem fully, and provide a full comprehensive answer and the way to use the money on my account, the same way you would use Apple Pay.
