Favorite contacts quick access greyed out on iPhone

On my mom’s iPhone, all her favorite list contacts quick access greyed out on iPhone, she can’t click on the phone, message, FaceTime, or email icon to reach the person, although all field are filled.

All favorite contact list are iPhone users.
