Because Safari, Chrome, and Firefox all display “Cannot find server,” open Apple menu  > System Settings > Network and check the status of the Wi-Fi or Ethernet service you use.

Apple indicates that a green indicator and Connected mean that the network service is active and connected.

If you use Ethernet, also check that the Ethernet cable and any modem, router, or other external network equipment are properly connected and powered on.

Apple’s general guidance is available in Troubleshoot connecting your Mac to the internet and Solve internet connection problems on Mac. (Apple Support)

Restart the Mac mini.

If you manage the modem or router, restart that equipment as well. Apple also recommends checking that network equipment has started completely and checking the device indicator lights where applicable. (Apple Support)

Check System Settings > General > Date & Time and confirm that the date and time are correct.

You can also renew the DHCP lease by opening System Settings > Network > your active Wi-Fi or Ethernet connection > Details > TCP/IP and selecting Renew DHCP Lease

Apple includes restarting the Mac and renewing the assigned network address among its Wi-Fi troubleshooting steps. (Apple Support)

Review any VPN or third-party security software that monitors or interacts with network connections.

Also review DNS and Proxies in System Settings > Network > your active connection > Details

Apple notes that VPN or network-related software, as well as custom DNS and proxy settings, can affect access to internet content.

If these settings were supplied by your ISP, workplace, school, or network administrator, check with them before changing the configuration. (Apple Support)

If possible, connect the Mac mini to a different network, such as an iPhone Personal Hotspot, and test the browsers again.

Apple also recommends checking with the ISP or network administrator if internet access is unavailable on the original network. (Apple Support)

For a Wi-Fi connection, check the Wi-Fi menu for Wi-Fi Recommendations

You can also hold the Option key while clicking the Wi-Fi menu and select Open Wireless Diagnostics

Apple states that Wireless Diagnostics can analyze a Wi-Fi connection when webpages and other internet services cannot be accessed.

If you manage the Wi-Fi router, Apple also recommends installing router firmware updates provided by its manufacturer. (Apple Support)

If the issue continues, compare the Mac's network settings with those required by your ISP or network administrator.

Apple also advises contacting the ISP when the Mac and network equipment appear to be correctly configured but internet access remains unavailable. (Apple Support)
