If you don’t have Wi-Fi and don’t have 5G, then you can’t update over cellular anyway.
Updating iOS over cellular — any 26.6.x over-the-air update issues aside — requires 5G.

personally I should be able to still do updates using my mobile data, unless all future updates are going to be a pain. I have a Chromebook so I can’t even plug in and update.
You can use a Wi-Fi router with a cellular or satellite connection, and various providers offer these fixed and mobile Wi-Fi routers.
A Wi-Fi router with a cellular internet connection would be configured to use your cellular plan, and this would allow iOS and app updates over LTE, 4G, and 5G as available.
Check with your cellular carrier, or with a satellite broadband provider.
