MIDI notes overlap and sustain past region end during programming

Long, overlapping MIDI notes -

When I'm programming MIDI parts, I almost always end up with one note that sustains from the beginning until past the end of the region (see attached). I've tried to get this to happen constantly but no luck. Seems to happen more with drum programming (rather than chords & melodies).

Thoughts?
