Unable to Choose Camera Between MacBook Pro and External Display

You're right, there is no system-wide default camera setting... camera control is up to individual applications. I can see why that's a concern in this particular case.

There are two options I can think of, at least in the short term.

One is to access the site via your phone... that way it's bound to use your phone's camera since there's no other camera available.

The other - and this is one of very few times I'd make this suggestion - use Chrome.

Chrome Settings -> Privacy & Security -> Site Settings -> Camera lets you choose the default camera for web sites you visit. This still falls under the 'application control' banner, but at least you can set a default to your display's camera before loading the site.
