Data roaming on apple watch family

how do i enable data roaming on family watches

i am trying to enable data roaming on my family watch that is on the verizon network but there is no option to enable data roaming in the apple watch settings in the watch app or the iphone itself, sometimes it connects to something called extended network but i need it for international roaming.
