why does the apple app on my mini give prices in a foreign currency?

That usually means the store is set to a different country or region.
I’d check Settings > your name > Media & Purchases > View Account > Country/Region and make sure it matches your current country.
Also check Settings > General > Language & Region. If both are correct, which Apple app are you seeing the foreign currency in—the App Store or Apple Store app?
