iPod touch (4th generation) cannot activate after factory reset without iTunes

I have an ipod touch (gen 4) that I just factory reset. Now it's saying I need to connect to itunes but I don't have itunes. I have it connected to my laptop in the hope that it would connect to Apple music, but no luck. What can I do? I just need to log in and then I should be able to download apps onto it again.

If you're using Windows laptop, you can still install iTunes.

If you don't want to use the version from the Microsoft Store, ignore the Get it from Microsoft button and scroll down that page to the heading Looking for other versions? and tap the Windows option.
