Welcome!

We are seeing many posts like yours since Apple changed the minimum iPadOS requirements for access iCloud Services late last year. This is the Knowledge base article that describes the changes:

System requirements for iCloud - Apple Support

The new minimum iPadOS version is now version 11. Although not stated in the article, people with iPads like yours that cannot run version 11 are the ones now unable to activate them.

A glimmer of hope exists if you were asked for a six-digit 2FA activation code sent to another Apple device. Old iPads can only accept four-digit codes but there is a possible workaround. Please see this MacWorld article on how to manage that:

https://www.macworld.com/article/233097/how-to-use-2fa-on-older-apple-devices-that-wont-let-you-enter-a-verification-code.html

If that does not work, there is nothing you can do. We are other end users here, not Apple. We respond based on our experiences and observations. I've given my observations. Apple may have a better answer for you but, from my chair, I do not see one.

Your iPad2 is long ago obsolete and now totally unsupported.

Multiple recent posts suggest that Apple has removed all server-side and re-activation support for obsolete 32-bit devices:

  • iPad1
  • iPad2
  • iPad3
  • iPad4
  • iPad mini1

As such restoring and re-activation of your iPad2 may now be impossible, rendering the iPad unusable.

App Developers have also dropped all support for 32-bit devices - and have withdrawn older versions of their Apps from the Apple App Store. Withdrawal of Apps supporting older models of iPad is making their utility and usefulness significantly of these older models even more limited. Even if you are able to restore the iPad1, you’ll not be able (re)download or (re)install any Apps from the App Store. Most online services also require capabilities not supported by your iPad.

Sorry, while perhaps unwelcome news, your iPad2 has reached the end of the road.
