I have an iPhone 14. I think my problem started with the iOS 27.2 update. I can go into edit, click the ... for the menu (image 1), click markup, and all I see is the highlight marker (see image 2). But I discovered when I click on the highlighter, the tool selector expands to show the various tools (image 3), including the color selector and the + sign. Once I click the + sign the menu I am use to seeing pops up. I can add Sticker, Add Text, etc.

Clicking Markup use to bring up the full menu. Could it be a bug?

Yes, for most people.
But not for all.
Bug? Fix?
That’s why the question was asked.

It it was a bug, it would happen to everyone. But clearly it doesn't. There's likely a reason it's missing for some and the first thing I'd do (actually I do do this after EVERY iOS update) is Force Restart my iPhone --> Force restart iPhone - Apple Support

The Markup toolbar appears after you tap the pencil icon at the bottom-left corner of the screen, as shown in the picture. Once you tap the pencil, the Markup tools become visible, allowing you to draw, annotate, add text, insert shapes, and make other edits to the image or document.

The pic below is self-explanatory: If you are looking for something else, do revert.

Has anyone found a solution? Same problem for me on iPhone 17 w/ iOS 27.0.1. Tried rebooting and fully closing/reopening the Photos app. Here’s what I posted in the Anything and Everything Apple FB group…

Does anyone have a fix for this issue within the Photos app on the 17? For starters, when using Markup, I can’t see the + with the phone in portrait. If I turn it landscape, I can see it. I can see it fine in portrait on my wife’s 17e. But even after turning it landscape and pressing the +, I can’t see all of the available options. Only the two in the attached screenshot show up and I can’t scroll through them. Both iPhones fully updated and I’ve tried restarting.
